how to make a balloon look like it's floating

I have to make a bear holding a bunch of balloons. So far I’m planning to use a heavy gauge wire with sugarpaste (with tylo) balloons with the wire connecting the balloons and going through the bear’s arm into his body. I’m not confident that this will work…the balloons might be too heavy. I would very much appreciate any advice on this one! Thanks in advance…
