Fondant layering (not sure what to call it)

I am making a cake with two tiers. Each tier is covered with two different colors of fondant that is like scalloped with a piped string of fondant separating the two colors. Not sure how to accomplish this without just wrapping the bottom scallop layer around and then covering the top with the other layer of fondant. I hope someone understands what I am trying to accomplish, I have to cover the cakes tomorrow.

I’d cover the whole cake in the top colour then Cut out your rectangle of paste for the bottom colour and scallop the edge. Then roll it up, unroll against the cake. Then do the border
