Can anyone help on how to achieve this art deco effect with icing?

I have looked for a cutter and through lots of sites to try and find a tutorial, but I have not found anything.

Can anyone give me any advice on how to do this?

Hi .. This is achieved using the scallops onlay from Marvelous moulds.. U can check on their site they Hv the product for sale as well as the tutorial on how to use it hope this helps ..

Also these moulds can only be used with fondant ..
