It’s not slander/liable if it is true. If the baker concerned has not contacted the op to explain the reason for the failure or refund her money then she has not received the service she paid for. This is a breach of contract and yes she can sue her and most probably will be able to obtain a County Court judgment againts her but they won’t necessarily mean that she will recover her money or the money that has to be paid to issue the claim.
