Nothing happens when I click on the lines to the left

Question

Does anyone have an idea why this isn’t working for me? Also, I’ve tried logging in and out, but that button seems to have disappeared :(

The lines brought up the drop down menu for me, but yesterday the whole page looked different. I think it is because the page is still undergoing upgrades.
