I think they are strips of gumpaste/mexican paste/flower paste cut so that the black ones are just longer than the pink then glued together and put on the cake. To achieve this you probably need a pasta machine so your paste is all the same thickness, and then cut with a wheel to exact lengths. Impressive, time consuming but not too hard I think.
