help what tip to use

I have this ballerina dress cupcakes to make and im not sure what tip was used for the skirt if anyone can plz let me know thanks :)

I’m not an expert, but I would try a large petal tip (like no. 124) and do overlapping petals.

It isn´t one of those star tips, pushing very close to the cupcake, then turning a bit, making this way a flower? And then the fondant on top of that?
I mean those ones:
